Why Zio breaks the usual speed math

The formula used

Combat Readiness push shortens the distance Zio has to travel, expressed as a fraction of the full track he still needs to cross.

Zio's Remaining Distance = (1 โˆ’ CR Push) รท Zio Speed

To guarantee turn 1 even against the worst-case starting RNG, that remaining distance must clear faster than the opponent's distance under their best-case roll.

Guaranteed Threshold = Opponent Speed ร— (1 โˆ’ CR Push) รท 0.95

Reading the three thresholds

The guaranteed threshold is the safe number: hit it and Zio takes turn 1 regardless of how starting RNG rolls. The speed tie threshold assumes both units roll the same random bonus, a reasonably common outcome, and sits a bit lower since neither side gets an RNG advantage over the other.

The lucky cut-in threshold is the floor, showing the minimum speed where Zio could still win if he personally rolls the best case while the opponent rolls the worst. It's useful context, but not a number worth building toward on its own.

Since Zio's effective speed of 210 falls short of that 235.8 guaranteed threshold, this specific matchup isn't a lock. Checking the speed tie threshold instead, 320 times 0.70 gives 224, still above Zio's 210, meaning even an even RNG roll wouldn't be enough here.
